Rising Women’s Fund (RWF) is a non-profit loan fund created in August 2023 to further the charitable purposes of its affiliate Enterprising Latinas, Inc. (ELI).

ELI was founded in 2009 to create pathways of opportunity for women in Tampa Bay, particularly Latinas, by teaching new skills, creating networks of mutual support, and advocating for innovative solutions to promote economic mobility and
equity.

RWF is committed to the fundamental goal of the CDFI movement, as well as its mission expanding economic opportunity for women, underserved people, people of color, and low-income
communities by supporting the growth and capacity of small business owners through community development lending, financial education, small business technical assistance, and access to capital.

RWF’s mission of serving people of low-and-modest means from underserved Census Tracts is consistent with the mission of the CDFI Fund of serving underserved populations and
communities. 

​As an emerging CDFI, RWF will fulfill its mission in several major ways, but primarily through

• The deployment of small business, microbusiness, and other loans to underserved populations, and
• The provision of technical assistance and financial education.

RWF directs its products and services to small business owners seeking an opportunity to improve themselves, and to establish credit without being charged the outrageous rates typically offered by predatory lenders that cater to these underserved borrowers. RWF provides responsible lending and quality financial education programs by adhering to local, state and federal lender requirements, creating and following effective lending policies, and aligning development services curricula to established standards.
