Excerpt from the Architect concerning the water / wastewater system:
As an FYI, the most important part about this project is the fact that there are unknowns with respect to how the water and wastewater serves the building. We have a better idea of water than wastewater. Water is believed to run up the west side of the property line and connect to the existing service line that came from the well when it was in service. Wastewater is a guess based on old plans that don’t completely jive with current aboveground conditions. The utility plan has some sequencing notes that the contractor will have to follow in order to make sure service isn’t interrupted and everything can be constructed properly. This includes some investigative work. It is recommended they do some GPR (ground penetrating radar) to minimize disturbing pavement and so they can find the below ground wastewater piping. Then they will have a better understanding of where to make connections, etc.
Also, the well is supposed to serve irrigation. Someone will need to determine whether it still works and can be used
All modular buildings, stairs, ramps, landings are not a part of this bid. Utility connections to the modulars are a part of this bid.
The Davis Bacon rates to be used for this project are BUILDING type rates.
Conduit for well is to be new 3⁄4”.
Request for bids for Construction & Rehabilitation Services
Enterprising Latinas Inc is accepting written Bids for Construction and Rehabilitation Services of the Wimauma Opportunity Center. The project will be utilizing Community Development Block Grant (CDBG) funds, provided through the United States Department of Housing and Urban Development (HUD). Therefore, Federal regulation including, but not limited to the following will apply: Federal Labor Standards per 29CFR Parts 3 & 5, Procurement Procedures per Part 85 Uniform Administrative Requirements, Affirmative Action to achieve Equal Employment Opportunity per 41 CFR 60 -4, and Davis Bacon Act.
The project consists of the installation of three modular buildings on an existing site. The three manufactured modular building consist of two (2) pre-owned, refurbished 864 gross square feet of office modular buildings to be occupied by Enterprising Latinas, Inc, and one (1) 840 gross square foot Community College pre-owned, refurbished classroom modular building. The manufactured modular buildings are designed and engineered by others. Signed and sealed drawings for each modular building type are attached to the drawing set. Delivery and installation of the modular buildings, foundations, and access systems (ramps, stairs, landings, deck, etc.) are by the entity from which the modular buildings are obtained and are not in this contract. Utility connections to the modular buildings are included in the project scope of work.
The project scope consists of the following to support installation and function of the new modular buildings:
- Remove select portions of existing paving to maintain required impervious area.
- Reconfigure parking spaces to accommodate modular building layout and provide the minimum required number of spaces (including accessible spaces).
- Upgrade sanitary sewer system to add a new lift station per Hillsborough County requirements.
- Relocation of existing water meter.
- Relocation of existing light pole.
- Installation of a new fire hydrant.
- Installation of an accessible route from the existing public sidewalk to the existing public sidewalk to the existing building and new modular buildings.
- Installation of new power distribution to all three modular buildings.
- Installation of new sanitary and potable lines to the two (2) new office modular buildings.
- Misc. sod / regrade of disturber areas.
A site meeting will be held on Thursday, November 17th at 10:00 am at the site location located at 5128 State Road 674, Wimauma, FL 33598. Interested bidders are encouraged to attend the site meeting to learn more about the project. Bids are due on December 4, 2020.

Commercial Kitchen and Exterior Soffit Improvements

Enterprising Latinas is adding two services to the Construction and Rehabilitation of the Wimauma Opportunity Center RFP.
1. Kitchen Area
a) Replacement of kitchen floor with non-slip vinyl suitable for commercial kitchen up to 60’x40’. Kitchen flooring areas include cooking area, storage, and walking refrigerated area.b) Replacement of lighting throughout kitchen area – total thirteen light fixtures
2. Exterior Soffit
a) Repair and replace as needed exterior building/roof soffit
Roof replacement note:
For the replacement of the roof, contractor must include up to ten plywood for replacement as well as an estimate of cost per unit for additional plywood needed to replace other damaged plywood areas, as needed.

Enterprising Latinas is accepting written Bids by General Contractors for Construction and Rehabilitation Services of the Wimauma Opportunity Center. These services include work, repairs and/or upgrades to the facility’s electricity; exterior and interior painting; plumbing; roof replacement; HVAC system; restrooms; and the installation of exterior digital signage.
Proposals must be received via email not later than 3:00 pm on Friday, May 22, 2020 at which time, all bids will be publicly opened and read aloud. Bids received after the deadline will not be considered.
Enterprising Latinas will hold a Mandatory Pre-Bid Meeting on Friday, May 8, 2020 at 10:00 AM, at the Wimauma Opportunity Center located at 5128 State Road 674, Wimauma FL 33598. A tour of the facility will take place immediately after the Pre-Bid Meeting.
